Assigned Certifier
The Building Control (Amendment) Regulations were signed into law on 15th January 2014 and came into place on 1st March 2014. The new regulations set out to prevent the future reoccurrence of poorly constructed buildings, pyrite damage and structures breaching fire regulations which were left as a legacy of a poorly regulated construction boom.
The new regulations focus on restoring consumer confidence in construction as an industry and are a major step forward. They will give building owners clarity, traceability and accountability at all stages of the building process ensuring that consumers are provided with protection.
Assigned Certifiers must now inspect building works at key stages during construction. Both the Assigned Certifier and the builder will certify that a finished building complies with the requirements of the Building Regulations.

Noel Larkin has been carrying out building surveys (Structural Surveys) since 1988 and became a Chartered Building Surveyor in 1996 while working with Lisney in Dublin. Noel set up his own practice in 1997, trading as Larkin McGovern until January 2001. Noel Larkin & Associates has emerged as one of the fasting growing independent firms of Chartered Building Surveyors in Ireland. Noel Larkin and Associates offer consultancy services in pre-acquisition surveys, refurbishment, planning, contract administration, space planning, fitting out works and maintenance works.
In the summer of 2001, the firm was appointed as one of the firms to act on behalf of Dublin Port Tunnel on the prestigious port tunnel project. Noel Larkin and Associates also advise NMI, the contractors responsible for the design and construction of the port tunnel.
The firm continues to expand and covers all areas of Ireland. Our services are offered to private individuals, as well as small and large-scale businesses.
